Концептуальні положення управління економічною безпекою ЗВО

Abstract

Скорочення контингенту студентів, посилення конкурентної боротьби на ринку освітніх послуг, ускладнення умов отримання бюджетного фінансування – це лише деякі загрози, яким мають протистояти українські ЗВО в сучасних умовах. Саме необхідність забезпечення економічної безпеки закладів вищої освіти обумовлює актуальність питання формування відповідних концептуальних положень. У статті сформовано висновок про сучасний стан розвитку вищої освіти в Україні. Узагальнено підходи науковців до управління економічною безпекою на мікроекономічному рівні. Запропоновано концептуальні положення управління економічною безпекою ЗВО, а саме сформульовано концепцію управління економічною безпекою ЗВО; виявлено основні проблеми та передумови забезпечення економічної безпеки ЗВО в Україні; визначено цільові орієнтири управління економічною безпекою ЗВО; окреслено підходи до вибору стратегії, формування системи та механізму управління економічною безпекою ЗВО.

Сокращение контингента студентов, усиление конкурентной борьбы на рынке образовательных услуг, усложнение условий получения бюджетного финансирования – это лишь некоторые угрозы, которым должны противостоять украинские ЗВО в современных условиях. Именно необходимость обеспечения экономической безопасности заведений высшего образования обусловливает актуальность формирования соответствующих концептуальных положений. В статье сформирован вывод о современном состоянии развития высшего образования в Украине. Обобщены подходы ученых к управлению экономической безопасностью на микроэкономическом уровне. Предложены концептуальные положения управления экономической безопасностью ЗВО, а именно сформулирована концепция управления экономической безопасностью ЗВО; выявлены основные проблемы и предпосылки обеспечения экономической безопасности ЗВО в Украине; определены целевые ориентиры управления экономической безопасностью ЗВО; очерчены подходы к выбору стратегии, формированию системы и механизма управления экономической безопасностью ЗВО.

The problem of forming the conceptual provisions for managing the economic security of Ukrainian universities is relevant, because the current conditions for their functioning are characterized by the need to counteract a significant number of threats from the external environment. Reducing the contingent of students, increasing competition in the market for educational services, and complicating the conditions for obtaining budget funding are just some of the threats that Ukrainian opposition must face in today’s environment. The need to ensure the economic security of universities determines the urgency of the problem of the formation of conceptual provisions for the management of the economic security of universities. In view of the above, the purpose of this study is to formulate conceptual provisions of the University’s economic security management based on the generalization of the approaches of scientists to the management of economic security, the identification of the main tendencies of the development of the higher education system, and the definition of the priority directions of the development of higher education in Ukraine. In the article, the conclusion about the current state of higher education in Ukraine was formed. Scientists’ approaches to economic security management of economic entities have been generalized. The conceptual provisions of the university’s economic security management were proposed, such as: the concept of university economic security management was formulated; the main problems and prerequisites for ensuring the economic security of universities in Ukraine were identified; the target guidelines for managing the economic security of universities were identified; approaches to the choice of strategy, the formation of a system and mechanism for managing the economic security of universities were outlined. The practical value of the results obtained is conditioned by the current conditions of functioning of universities, in which state support (for state universities) and efficiency of activities are insufficient conditions for ensuring economic security.
