Ідентифікація викликів та загроз у контексті управління економічною безпекою системи закладів вищої освіти

Abstract

У статті здійснено ідентифікацію викликів та загроз економічній безпеці системи закладів вищої освіти в контексті управління нею. Розроблено схему формування методичного підходу до ідентифіка ції викликів та загроз економічній безпеці системи закладів вищої освіти, з урахуванням якої проведено факторний аналіз методом головних компонент. Здійснено поділ, зважаючи на сутність категорії «виклики», чинників значного впливу з урахуванням сформованих видів загроз економічній безпеці системи закладів вищої освіти за результатами економіко-статистичного аналізу на явні та неявні загрози. Розроблений методичний підхід дає можливість здійснити інтерпретацію отриманих результатів та сформувати перелік викликів та загроз для оцінювання ризиків економічної безпеки системи закладів вищої освіти в контексті управління нею.

В статье осуществлена идентификация вызовов и угроз экономической безопасности системы заведений высшего образования в контексте управления ею. Разработана схема формирования методического подхода к идентификации вызовов и угроз экономической безопасности системы высших учебных заведений, на базе которой проведен факторный анализ методом главных компонент. Осуществлено разделение, учитывая сущность категории «вызовы», факторов значительного влияния с учетом сформированных видов угроз экономической безопасности системы заведений высшего образования по результатам экономико-статистического анализа на явные и неявные угрозы. Разработанный методический подход дает возможность осуществить интерпретацию полученных результатов и сформировать перечень вызовов и угроз для оценки рисков экономической безопасности системы высших учебных заведений в контексте управления ею.

The article emphasizes the fact that taking into account the essence of institutions of higher education and the possibilities of their consideration as economic entities and elements of the socio-economic system when conducting the study of the economic security of higher education institutions system, it becomes important to distinguish between the challenges and threats to the economic security of higher education institutions system. The article identifies the challenges and threats to the economic security of higher education institutions system in the context of managing it. The scheme of forming a methodical approach to identifying the challenges and threats to the economic security of higher education institutions system provides for the following stages: formulation of the goal of studying the challenges and threats to the economic security of higher education institutions; determination of eigenvalues by dispersion of factors that are investigated using the Kaiser and Keetla criteria, which explain the overall dispersion; calculation of factor loads with the determination of the number of principal components affecting the initial data and indicate the degree of influence of each of the factors on each of the studied however; summarization of the results of factor analysis by principal components method; interpretation of the results obtained to create a list of calls and threats. The obtained results form the theoretical basis and form requirements for assessing the risks to the economic security of higher education institutions system. In the course of its implementation, factor load calculations and interpretation of the results obtained in the context of identification challenges and threats to the economic security of higher education institutions system, with their division into significant, moderate and weak challenges, respectively. The division, given the nature of the category of «challenges», factors of significant influence, taking into account the existing types of threats to the economic security of higher education institutions system by the results of economic and statistical analysis, is divided into explicit and implicit threats. The developed methodical approach provides an opportunity to interpret the results and form a list of challenges and threats to assess the risks to the economic security of higher education institutions system in the context of managing it.
