Співробітництво України з міжнародними фінансовими організаціями

Abstract

У статті досліджено основні тенденції співробітництва України з міжнародними фінансово-кредитними організаціями (МФО), проаналізовано їх ефективність та досвід залучення іноземних кредитів для світової економічної практики. Обґрунтовано перспективи розвитку відносин України з МФО і стан сучасних взаємовідносин України з ними, а також шляхи інтеграції України в міжнародні економічні й політичні відносини, що нерозривно пов’язані із забезпеченням структурного реформування національної економіки та створенням підґрунтя для її стійкого зростання. Здійснено аналіз основних нормативно-правових документів, на яких базуються взаємовідносини між Україною та Міжнародним валютним фондом (МВФ). Розглянуто основні етапи співробітництва України з МВФ й головні проблеми співпраці з метою вдосконалення його механізмів для підвищення ефективності використання ресурсів Фонду та реалізації структурних реформ в Україні. Запропоновано заходи, які слід здійснити уряду України з метою ефективного використання допомоги, що надається Світовим банком. Проаналізовано особливості стану вітчизняного сектору державних фінансів. Зазначено, що міжнародні валютно-кредитні та фінансові організації є важливою складовою сучасної інституційної структури світових валютно-фінансових відносин. Пріоритетні напрями та форми співробітництва України з МФО сформульовані у відповідних стратегіях допомоги Україні, які є своєрідними середньостроковими програмами, що визначають структуру, обсяг і принципи діяльності в Україні цих організацій. Стратегії підтримують програму розвитку, розроблену урядом України, яка пристосована до потреб та умов певної країни. Питання співпраці з МФО особливо актуалізується сьогодні з огляду на обмеженість фінансових ресурсів та поступове входження держави в стадію пікових виплат за зовнішнім боргом.

The article explores the main tendencies of cooperation of Ukraine with international financial and credit organizations (IFO), analyzes their effectiveness and experience of attracting foreign loans for the world economic practice. Prospects for the development of Ukraine’s relations with the IFO and the state of modern relations of Ukraine with them, as well as ways of integration of Ukraine into international economic and political relations, which are inextricably linked with ensuring the structural reform of the national economy and creating the basis for its sustainable growth, are substantiated. An analysis of the main regulatory documents on which the relations between Ukraine and the International Monetary Fund (IMF) are based is made. The main stages of Ukraine’s cooperation with the IMF and the main problems of cooperation in order to improve its mechanisms for improving the efficiency of the Fund’s resources and implementation of structural reforms in Ukraine are considered. Measures to make effective use of World Bank assistance are proposed to be taken by the Government of Ukraine. The peculiarities of the state sector of public finances are analyzed. International monetary and financial institutions are an important component of the current institutional structure of global monetary and financial relations. The priority areas and forms of cooperation of Ukraine with the IFO are defined in the respective strategies of assistance to Ukraine, which are kind of medium-term programs that determine the structure, scope and principles of activity of these organizations in Ukraine. The strategies support a development program designed by the Government of Ukraine that is tailored to the needs and conditions of a particular country. The issue of cooperation with IFO is especially relevant today due to the limited financial resources and the gradual entry of the state into the stage of peak payments on external debt.
