Сучасні тенденції міжнародної освітньої еміграції з України

Abstract

У статті проаналізовано сучасний стан еміграції молоді з України до країн Європейського Союзу та інших високорозвинених країн з метою отримання вищої освіти. Виявлено тенденції до суттєвого зростання кількості українських студентів, що навчаються за кордоном, та означено країни реципієнти здобувачів вищої освіти з України. Ідентифіковано мотиви виїзду української молоді за кордон у розрізі основних країн-реципієнтів. До основних мотивів прийняття рішення про навчання за кордоном віднесено якість освіти, можливість безкоштовного навчання та отримання стипендій і грантів, легкість вступу, можливість отримання роботи, кращі економічні й соціальні умови проживання, територіальну, культурну та ментальну спорідненість тощо. Результати дослідження полягають у виявленні сучасних тенденцій масового виїзду української молоді за кордон та активації реальних ризиків їх неповернення в Україну після отримання вищої освіти.

A key tendency of modern migration processes is international educational migration, which is the population movement between countries in order to obtain qualitative (better) education of different qualification levels. Such migration contains both additional positive opportunities for society and danger of brain drain from the country of origin. The purpose of the article is to research current tendencies in international educational emigration from Ukraine. The methodological basis of the research were the theoretical and empirical studies results of domestic and foreign scientists. Statistical and comparative analysis methods have been used to analyze current trends in international education emigration. The article reviews the current state of emigration among young people from Ukraine to the countries of the European Union and other highly developed countries for the purpose of higher education. The tendencies towards a significant increase in the number of Ukrainian students studying abroad were defined and the recipient countries of higher education from Ukraine were established. The causes for the departure of Ukrainian youth abroad in the context of the main recipient countries have been identified. The main incentives behind the decision to study abroad are the quality of education, the opportunity to study free, receive scholarships and grants, the ease of entry, the opportunity to get a job, better economic and social living conditions, territorial, cultural and mental affinity, etc. Educational migration has been determined as one of the brain drain channels from Ukraine. Research results consist in discovering current tendencies of mass departure of Ukrainian youth abroad and activating the real risks of their non#return to Ukraine after receiving higher education. Therefore, the state migration policy should be directed towards creating suitable conditions for the realization of the professional competencies acquired abroad by young people in the Motherland, as well as improving the efficiency of education migration management between Ukraine and other world countries, considering demanded specialties, quality guidelines and quantitative restrictions.
