Зарубіжний досвід регіонально-адміністративного управління та можливості його імплементації в Україні

Abstract

У статті проведено дослідження зарубіжного досвіду регіонально-адміністративного управління та можливостей його імплементації на теренах України. Здійснено дослідження понять регіон, регіонально-адміністративний менеджмент, регіонально-адміністративне управління. Узагальнено результати досліджень науковців, присвячених проблематиці статті та визначенні напрямів її подальшого вдосконалення на теренах України. Розглянуто характерні риси та особливості реалізації регіонально-адміністративного управління в розвинених країнах світу. Зроблено висновок, що ці країни використовують різні підходи до регіонально-адміністративного управління, які не є взаємовиключними, почасти використовуються спільно та полягають в об'єднанні інвестиційних та інноваційних ресурсів. Акцентовано увагу на проблемах як регіонального розвитку. Запропоновано на сучасному етапі розвитку економіки України здійснювати врахування кращих практик зарубіжних країн у сфері регіонально-адміністративного управління.

The article examines the foreign experience of regional administrative management and the possibilities of its implementation in Ukraine. A study of the concepts of region, regional administrative management.The results of researches of scientists devoted to the problems of the article and determination of the directions of its further improvement on the territory of Ukraine are generalized. The characteristic features and peculiarities of the implementation of regional administrative management in the developed countries of the world, such as: USA, France, Japan, Sweden, the Netherlands, Belgium, Poland, Hungary, Romania, Finland, Estonia, Austria are considered. It is concluded that these countries use different approaches to regional administrative management, which are not mutually exclusive, partly shared and consist of combining investment and innovation resources, because the combination of investment with innovation is the key to future prosperity of both the region and the state in general and is an effective tool of regional policy in the context of the implementation of regional administrative management. Emphasis is placed on the problems as regional development and it is determined that the solution of these problems is impossible without: updating the mechanisms of its implementation, which should be aimed at creating conditions for self-development of regions and clearly meet the goals; without providing a sufficient variety of mechanisms, tools, forms and methods of interaction between regional policy actors. It is proposed at the present stage of development of Ukraine's economy to take into account the best practices of foreign countries in the field of regional administrative management, in particular, taking into account: the importance of regional economic development and investment and innovation development of Ukraine as a whole; opportunities to restore the economy as a result of increasing exports of high-tech products to increase its competitiveness in the world, which provides grounds for further development of theoretical and practical recommendations based on the experience of foreign countries to improve regional administrative management in Ukraine.
