Smart-спеціалізація України в перспективі післявоєнного відновлення економіки

Abstract

У статті досліджено напрями формування smart-спеціалізації регіонів України в перспективі післявоєнного відновлення економіки з урахуванням найкращих практик реалізації стратегій smart-спеціалізації в країнах Європейського Союзу. Проаналізовано механізми впровадження стратегій smart-спеціалізації та сучасний стан формування промислової й інноваційної структури для регіональної економіки на основі передових досягнень науки і техніки та інвестицій в інновації. З’ясовано, що впровадження ефективної політики smart-спеціалізації регіонів дозволяє кумулятивно забезпечити випереджаючий інноваційний розвиток країни. Зроблено висновок, що в умовах воєнних дій в Україні інтенсифікація процесів відновлення зруйнованої економіки, мінімізація втрат та збільшення вигод можуть бути забезпечені активною політикою smart-спеціалізації регіонів, яка передбачає створення технологічного базису для довгострокового інноваційного розвитку країни.

The article examines the directions of smart specialization of Ukraine in the perspective of post-war economic recovery, taking into the consideration the best practices of implementing smart specialization strategies in the European Union. The implementation mechanisms of smart specialization strategies of regions and the current state of industrial formation and innovation structure of the regional economy, based on advanced achievements of science and technology along with investments in innovations are analyzed. Implementation of the smart specialization concept of the basis of regions involves achieving the goals of creating opportunities by exploring new promising industries, sectors, areas and ensuring structural change. The main formative factors of smart specialization of regions are supply and demand, innovation and smart technologies, business sector development, external threats, sustainable development goals, state and regional policy, digital transformation and smart city concept. We observed that the implementation of an effective policy of smart specialization based on regions allows to cumulatively ensure the leading innovative development of the country. Within the concept of smart specialization, it is necessary to improve urban planning, social, housing and transport infrastructure. Execution of smart specialization strategy involves uniting industrial and gro-industrial companies, banks, financial institutions, research organizations, NGOs around a shared problem of reformatting the specialization of regions through the introduction of intersectoral innovations and technologies in agro-industrial, industrial, transport, digital and construction. The key narrative leading to the choice of priorities for economic entities on the basis of regional potential and with the support of the state and international institutions is the coherence of current work to restore the destroyed economic systems and long-term priorities of innovative development of Ukraine. We concluded that in the circumstances of military actions in Ukraine, the intensification of recovery process for the destroyed economy and minimization of losses with increase in benefits can be provided by an active policy of smart specialization of regions, which provides a technological basis for long-term innovative development of the country.
