Analysis of the main stages of the development of higher education in Ukraine under the conditions of full-scale war

Abstract

As a result of the analysis of the main stages of the strategy for the development of higher education in Ukraine for 2022-2032, it was determined that the main result should be the creation of a modern and efficient system of higher education that will meet the requirements of the population, the economy and society as a whole, and will receive current capacity, as in both domestic and foreign markets of educational services for education seekers. It has been proven that among the main stages of the development of higher education in Ukraine in the conditions of a full-scale war, the following are identified: the effectiveness of management in the system of higher education; the trust of citizens, the state and business in the educational, scientific, and innovative activities of higher education institutions; ensuring high-quality educational and scientific activities, competitive higher education; internationalization of higher education of Ukraine; attractiveness of higher education institutions for study and academic career. Priority steps for 2023 included: creation of conditions for expanding autonomy, corporatization and privatization of higher education institutions; development of military education, training of critical infrastructure protection specialists, preparation of youth for national resistance; consolidation of the fields of training of higher education seekers to determine the profiling of higher education institutions; practical assistance in the management of institutions of higher and professional pre-higher education; transfer of higher and professional pre-higher education recipients of preferential categories to budget financing.

В результаті аналізу основних епатів стратегії розвитку вищої освіти в Україні на 2022-2032 рр. було визначено, що основним результатом має стати створення сучасної новітньої ефективної системи вищої освіти, що забезпечить вимоги населення, економіки та суспільства в цілому, і отримає курентоспроможність, як на внутрішньому так і на зовнішньому ринках освітніх послуг для здобувачів освіти. Доведено, що серед основних етапів розвитку вищої освіти в Україні в умовах повномасштабної війни визначено: ефективність управління в системі вищої освіти; довіру громадян, держави та бізнесу до освітньої, наукової, інноваційної діяльності закладів вищої освіти; забезпечення якісної освітньо-наукової діяльності, конкурентоспроможної вищої освіти; інтернаціоналізацію вищої освіти України; привабливість закладів вищої освіти для навчання та академічної кар’єри. До першочергових кроків на 2023 р. було віднесено: створення умов для розширення автономії, корпоратизацїї та приватизації закладів вищої освіти; розвиток військової освіти, підготовки фахівців із захисту критичної інфраструктури, підготовка молоді до національного спротиву; укрупнення галузей підготовки здобувачів вищої освіти для визначення профілізації закладів вищої освіти; практична допомога в управлінні закладами вищої та фахової передвищої освіти; переведення здобувачів вищої та фахової передвищої освіти пільгових категорій на бюджетне фінансування.
