Стратегія інтеграційного розвитку підприємницьких структур агропромислового сектору

Abstract

В статті досліджується проблема стратегічного розвитку підприємств агропромислового сектору в умовах війни та післявоєнного відновлення. З’ясовано, що агропромисловий сектор з початком війни зазнав прямих збитків на суму 8,7 мільярдів доларів США. Доведено, що для відновлення діяльності підприємницьких структур агропромислового сектору необхідно коригування діючої та розробки нової стратегії інтеграційного розвитку. Проаналізовано види еталонних стратегій, які можуть використовувати підприємницькі структури агропромислового сектору для відновлення діяльності, а саме: стратегія росту (розвитку); стратегія обмеженого росту (стратегія стабілізації); стратегія скорочення (стратегія виживання, ліквідації) та визначено їх переваги. Доведено, що відновлення діяльності на засадах стратегії скорочення або стабілізації не є перспективним напрямом відновлення підприємницьких структур. Для пришвидшення відновлення діяльності підприємницьких структур агропромислового сектору запропоновано впровадження стратегії інтеграційного розвитку, як одного з різновидів стратегії розвитку. З’ясовано, що така стратегія відновлення діяльності підприємницьких структур агропромислового сектору відповідає розробленій державою "Стратегії розвитку агропромислового комплексу до 2030 року".

The article examines the problem of strategic development of enterprises of the agro-industrial sector in the conditions of war and post-war recovery. It was found that since the beginning of the war, the agro-industrial sector suffered direct losses in the amount of 8.7 billion US dollars, which arose as a result of the destruction of agricultural machinery, finished agricultural products, and the destruction of grain stores. It has been proven that to restore the activity of entrepreneurial structures of the agro-industrial sector, it is necessary to adjust the current and develop a new strategy of integration development. The types of reference strategies that can be used by entrepreneurial structures of the agro-industrial sector to restore activity are analyzed, namely: growth (development) strategy; limited growth strategy (stabilization strategy); reduction strategy (survival, liquidation strategy) and their advantages are determined. It was found that if the entrepreneurial structure retained the potential for individual development in the conditions of war and post-war recovery, then in this case a strategy of creating competitive advantages can be implemented. If the potential of the business structure has been lost, then an integration development strategy can be implemented. It was determined that the strategy of integration development provides for the unification of small, medium and large agricultural producers and other enterprises in a business structure with the restoration of the aero-food chain. It has been proven that the restoration of activity based on the strategy of reduction or stabilization is not a promising direction for the restoration of business structures. In order to speed up the recovery of entrepreneurial structures in the agro-industrial sector, it is proposed to implement an integration development strategy as one of the types of development strategy. It was found that such a strategy for the recovery of entrepreneurial structures of the agro-industrial sector corresponds to the "Strategy for the development of the agro-industrial complex until 2030" developed by the state.
