Інтеграційний розвиток підприємництва агропромислового сектору національної економіки

Abstract

Дисертацію присвячено обґрунтуванню теоретико-методологічних та практичних засад інтеграційного розвитку підприємництва агропромислового сектору національної економіки. Актуальність дисертаційної роботи обумовлена тим, що в сучасних умовах господарювання змінюються підходи до ведення підприємництва в агропромисловому секторі національної економіки, чому сприяє науково-технічний прогрес, цифровізація та глобалізація світової економіки. Підвищення ефективності діяльності суб’єктів підприємництва агропромислового сектору в умовах інформаційної економіки вимагає кардинальних змін в організації підприємницької діяльності – від одноосібної підприємницької діяльності фермера до інтеграції декількох сільськогосподарських суб’єктів підприємництва та домогосподарств у суб’єкти агропромислової підприємницької інтеграції. У сучасних умовах господарювання подальший розвиток підприємництва в агропромисловому секторі національної економіки відбувається на засадах інтеграційного розвитку суб’єктів підприємництва сфери бізнесу, науки, освіти та держави, які створюють агропродовольчі ланцюги виробництва сільськогосподарської продукції з використанням smart-технологій та формуванням індустрії AgTech 5.0. Потреби забезпечення інтеграційного розвитку підприємництва в агропромисловому секторі національної економіки зумовлюють впровадження ефективного механізму управління, що забезпечуватиме формування та 3 реалізацію стратегії післявоєнного відновлення та інтеграційного розвитку підприємництва агропромислового сектору України до 2030 року. Важливість зазначених вище проблем, недостатнє теоретико-методологічне і методичне обґрунтування напрямів їх розв’язання, визначили вибір теми, мету, об’єкт дослідження та постановку відповідних завдань. Метою дисертаційної роботи є розроблення теоретико-методологічних і науково-практичних основ формування та розвитку підприємництва в агропромисловому секторі національної економіки на засадах інтеграції. Об’єктом дослідження є інтеграційні процеси в агропромисловому секторі національної економіки. Предметом дослідження є теоретико-методологічні, методичні та практичні засади інтеграційного розвитку підприємництва агропромислового сектору економіки України в умовах трансформаційних процесів. Сукупність дослідженої інформаційної бази, її аналізу, обробки та використання, а також узагальнення та систематизація на основі комплексного застосування загальнонаукових та спеціальних методів, дозволили забезпечити наукову достовірність, логічну інтерпретацію результатів дисертаційної роботи, обґрунтованість практичних висновків і рекомендацій. Отримані результати наукового дослідження сприяють розв’язанню важливої наукової проблеми – обґрунтування теоретико-методологічних та практичних засад інтеграційного розвитку підприємництва агропромислового сектору національної економіки та полягають у такому. Запропоновано науково-методологічний підхід дослідження та аналізу інтеграційного розвитку підприємництва в агропромисловому секторі національної економіки, який базується на посиленні взаємодії між суб’єктами підприємництва, владою, науковими та освітніми установами задля формування агропродовольчого ланцюга та забезпечення формування регіональної агропромислової агломерації, ядро якої становить суб’єкт агропромислової підприємницької інтеграції, що створює наукове підґрунтя для активізації виробництва, підвищення концентрації капіталу, зменшення проміжного споживання та, в кінцевому результаті – підвищення рівня ВВП в агропромисловому секторі. Розроблено концептуальну модель інтеграційного розвитку підприємництва агропромислового сектору, базисом якої слугує науково обгрунтована необхідність активізації співпраці між структуроутворюючими та структуродезорганізуючими учасниками інтеграційного розвитку підприємництва, що надасть можливість суб’єктам агропромислової підприємницької інтеграції підвищити ефективність виробництва в регіональних агропромислових агломераціях, посилити соціально-економічний розвиток регіонів, збільшити податкові надходження до місцевих бюджетів, сприяти підвищенню рівня життя населення, забезпечити національну та світову продовольчу безпеку. Запропоновано організаційно-економічний механізм інтеграційного розвитку підприємництва агропромислового сектору, який надає змогу імплементувати мережеве управління, поєднати інформаційні комунікації суб’єктів підприємництва – партнерів, організувати фінансування плану інтеграційного розвитку підприємництва в суб’єктах агропромислової підприємницької інтеграції, що дозволить доповнити всі ланки агропродовольчих ланцюгів та сформувати агропромислові агломерації на регіональному рівні. Доповнено понятійно-категоріальний апарат у сфері інтеграційного розвитку підприємництва агропромислового сектору, який відрізняється від наявних в частині поглиблення базових понять "підприємництво", "агропромислова інтеграція", "розвиток". Це дозволило синергетично поєднати їх у визначеннях понять "інтеграційний розвиток підприємництва", "агропромислова підприємницька інтеграція" та "суб’єкт агропромислової підприємницької інтеграції", що створює наукову базу формування дієвих механізмів здійснення підприємницької діяльності в агропромисловому секторі в умовах обмеженості доступу до вичерпних ресурсів, а також впливу глобалізаційних процесів. Удосконалено методологію оцінювання ефективності інтеграційного розвитку підприємництва агропромислового сектору, яка, на відміну від наявних, містить систему оціночних показників макро- та мікрорівнів, що надало можливість удосконалити модифіковану виробничу функцію Кобба-Дугласа для агропромислового сектору та спрогнозувати рівень зростання ВВП в агропромисловому секторі під впливом інтеграційного розвитку підприємництва. Доповнено систему чинників, що впливають на інтеграційний розвиток підприємництва в агропромисловому секторі, яку, на відміну від існуючих, доповнено на глобальному, макро- та мікрорівнях у частині виокремлення та обґрунтування ознак – зовнішніх, внутрішніх, інтеграційних, дезінтеграційних; групування зовнішніх та внутрішніх інтеграційних чинників, що дозволило визначити системоутворюючі, структуроутворюючі та процесоутворюючі чинники, а також здійснити моніторинг стану інтеграційного розвитку підприємництва агропромислового сектору. Ідентифіковано науково-методичний інструментарій аналізування ключових сфер інтеграційного розвитку підприємництва агропромислового сектору, в якому об’єднано сфери сільськогосподарського виробництва, наукових досліджень, трансферу технологій, освіти, що, на відміну від існуючих підходів, створює підгрунття для забезпечення умов та поглиблення взаємодії між цими сферами в процесі сільськогосподарського виробництва та сприяє активізації розвитку підприємництва агропромислового сектору. Удосконалено методику оцінювання стану інтеграційного розвитку підприємництва агропромислового сектору, яка відрізняється від наявних в частині визначення особливостей функціонування закордонних та вітчизняних суб’єктів агропромислової підприємницької інтеграції та врахування досвіду підприємницької діяльності на національному та світовому рівнях, що надало можливість узагальнити перспективи інтеграційного розвитку підприємництва з акцентуванням на сучасну динаміку його розвитку в Україні в умовах воєнного стану. Доповнено принципи управління інтеграційним розвитком підприємництва агропромислового сектору національної економіки, які більш повно, порівняно з чинними, враховують сучасні особливості здійснення підприємництва в агропромисловому секторі завдяки доповненню критеріями оптимальності, наукової обґрунтованості, об’єктивності, динамічності, безперервності, конструктивності. Це надає змогу комплексно оцінити та активізувати процес інтеграційного розвитку підприємництва агропромислового сектору в контексті формування суб’єктів агропромислової підприємницької інтеграції. Удосконалено методичні підходи до визначення перспектив відновлення та інтеграційного розвитку підприємництва агропромислового сектору, які, на відміну від наявних, у сучасних умовах надають можливість здійснити оцінку привабливості регіону для формування суб’єктів агропромислової підприємницької інтеграції на засадах об’єднання ресурсів агропромислового сектору, що сприятиме відновленню та активізації підприємництва в агропромисловому секторі в умовах військового екоциду та післявоєнного відновлення країни. Отримала подальший розвиток систематизація наукових підходів до дослідження процесу інтеграційного розвитку підприємництва агропромислового сектору, яка акцентує додаткову увагу на їх узагальненні в контексті впливу суспільної зміни знарядь праці та еволюційного переходу економіки до вищого технологічного укладу, шо надало змогу визначити еволюційну трансформацію форм, будови, системи управління, а також сформувати нову парадигму управління суб’єктами агропромислової підприємницької інтеграції для активізації підприємництва агропромислового сектору. Досліджено та проаналізовано наукові підходи дослідження процесів інтеграційного розвитку підприємництва в агропромисловому секторі, які на відміну від наявних, доповнено цільовим, стратегічним, стейкхолдерським, проєктним, інтеграційним, процесним, ланцюговим, системним підходами, що надає змогу більш повно охарактеризувати об’єкт дослідження, виявити та використати основні моделі забезпечення інтеграційного розвитку підприємництва в агропромисловому секторі. Отримав подальший розвиток методичний підхід до оцінювання впливу військового екоциду на інтеграційний розвиток підприємництва в агропромисловому секторі національної економіки, який, на відміну від наявних, надав змогу визначити напрями проведення діагностики військового екоциду в агропромисловому секторі, що сприятиме активізації підприємництва та відновленню агропромислового сектору в умовах післявоєнних реалій в Україні. Сформовано рекомендації щодо вдосконалення нормативно-правової бази інтеграційного розвитку підприємництва агропромислового сектору, які, на відміну від наявних, базуються на особливостях функціонування суб’єктів агропромислової підприємницької інтеграції та можливостях формування регіональних агропромислових агломерацій на основі розроблення місії, бачення, стратегії післявоєнного відновлення та інтеграційного розвитку підприємництва агропромислового сектору України до 2030 року, що дозволить декомпонувати її на стратегії нижчого рівня та провести поетапну реалізацію вищезазначених стратегій до 2030 року. Практичне значення отриманих результатів полягає в тому, що обґрунтовані в дисертації методологічні підходи, отримані теоретичні висновки і практичні рекомендації доведено до рівня конкретних пропозицій щодо їх використання у діяльності суб’єктів агропромислової підприємницької інтеграції для активізації здійснення підприємництва в агропромисловому секторі національної економіки, що сприятиме забезпеченню національної та світової продовольчої безпеки. Основні результати дисертаційної роботи опубліковано у 78 наукових працях (у т. ч. 34 одноосібних), серед них: 18 розділів в монографіях, 6 статей у наукових фахових виданнях, які входять до міжнародних наукометричних баз даних Scopus та Web of Science; 29 статей у наукових фахових виданнях та 25 праць апробаційного характеру. Загальний обсяг публікацій 41,22 друк. арк., серед яких особисто автору належать 34,44 друк. арк.

The dissertation is devoted to the substantiation of the theoretical, methodological and practical foundations of the integrative development of entrepreneurship in the agro-industrial sector of the national economy. The relevance of the dissertation work is due to the fact that in modern economic conditions, approaches to entrepreneurship in the agro-industrial sector of the national economy are changing, which is facilitated by scientific and technical progress, digitalization and globalization of the world economy. Increasing the efficiency of the business entities of the agro-industrial sector in the conditions of the information economy requires radical changes in the organization of business activity – from the sole entrepreneurial activity of a farmer to the integration of several agricultural business entities and households into business integration entities. In modern economic conditions, the further development of entrepreneurship in the agro-industrial sector of the national economy takes place on the basis of the integrated development of entrepreneurship entities from the spheres of business, science, education and the state, which create agro-food chains for the production of agricultural products using smart technologies and the formation of the AgTech 5.0 industry. The needs of ensuring the integrated development of entrepreneurship in the agro-industrial sector of the national economy require the implementation of an effective management mechanism that will ensure the formation and implementation of the post-war recovery strategy and the integrated development of entrepreneurship in the agro-industrial sector of Ukraine until 2030. The importance of the above-mentioned problems, the insufficient theoretical-methodological and methodical substantiation of directions for their solution, determined the choice of the topic, goal, object of research and setting of the corresponding tasks. The purpose of the dissertation is to develop the theoretical-methodological and scientific-practical foundations of the formation and development of entrepreneurship in the agro-industrial sector of the national economy on the basis of integration. The object of the study is integration processes in the agro-industrial sector of the national economy. The subject of the study is the theoretical-methodological, methodical and practical foundations of the integrated development of entrepreneurship in the agro-industrial sector of the economy of Ukraine in the conditions of transformational processes. The totality of the researched information base, its analysis, processing and use, as well as generalization and systematization based on the complex application of general scientific and special methods, made it possible to ensure scientific reliability, logical interpretation of the results of the dissertation work, and the validity of practical conclusions and recommendations. The obtained results of the scientific research contribute to the solution of an important scientific problem – the substantiation of the theoretical-methodological and practical foundations of the integrated development of entrepreneurship in the agro-industrial sector of the national economy and consist of the following. A scientific-methodological approach to research and analysis of the integrated development of entrepreneurship in the agro-industrial sector of the national economy is proposed, which is based on strengthening the interaction between business entities, authorities, scientific and educational institutions for the formation of an agro-food chain and ensuring the formation of a regional agro-industrial agglomeration, the core of which is the sub- object of agro-industrial business integration, which creates a scientific basis for the activation of production, increase in capital concentration, reduction of intermediate consumption and, as a final result, an increase in the level of GDP in the agro-industry sector. A conceptual model of the integrated development of entrepreneurship in the agro-industrial sector has been developed, the basis of which is the scientifically justified need to intensify cooperation between the structure-forming and structural-disorganizing participants of the integrative development of entrepreneurship, which will provide the subjects of agro-industrial entrepreneurial integration with the opportunity to increase the efficiency of production in regional agro-industrial agglomerations, strengthen the socio-economic development of regions, increase tax revenues to local budgets, contribute to improving the standard of living of the population, ensure national and global food security. An organizational and economic mechanism for the integrated development of entrepreneurship in the agro-industrial sector is proposed, which makes it possible to implement network management, connect information communications of business entities – partners, organize financing of the plan for the integration development of entrepreneurship in the entities of agro-industrial business integration, which will allow to supplement all links of agro-food chains and to form agro-industrial agglomerations at the regional level. The conceptual and categorical apparatus in the field of integrated development of entrepreneurship in the agro-industrial sector is supplemented, which differs from the existing ones in the deepening of the basic concepts "entrepreneurship", "integration", "development". This made it possible to synergistically combine them in the definitions of the concepts "integrative development of entrepreneurship", "agro-industrial entrepreneurial integration" and "subject of agro-industrial entrepreneurial integration", which creates a scientific basis for the formation of effective mechanisms for the implementation of entrepreneurial activities in the agro-industrial sector in conditions of limited access to exhaustive resources. as well as the impact of globalization processes. The methodology for evaluating the effectiveness of the integrated development of entrepreneurship in the agro-industrial sector was improved, which, unlike the existing ones, contains a system of macro- and micro-level evaluation indicators, which made it possible to improve the modified Cobb-Douglas production function for the agro-industrial sector and to forecast the level of GDP growth in the agro-industrial sector under the influence of integration development of entrepreneurship. The system of factors affecting the integrative development of entrepreneurship in the agro-industrial sector was supplemented, which, unlike the existing ones, was supplemented at the global, macro- and micro-levels in terms of distinguishing and substantiating the signs – external, internal, integration, disintegration; grouping of external and internal integration factors, which made it possible to determine system-forming, structure-forming and process-forming factors, as well as to monitor the state of integration development of entrepreneurship in the agro-industrial sector. A scientific and methodological toolkit for analyzing the key spheres of integrated development of entrepreneurship in the agro-industrial sector has been identified, which combines the spheres of agricultural production, scientific research, technology transfer, and education, which, unlike the existing ones, creates a basis for ensuring conditions and deepening interaction between these spheres in the process of agricultural production and contributes to the activation of the development of entrepreneurship in the agro-industrial sector. The methodology for assessing the state of integrated development of entrepreneurship in the agro-industrial sector has been improved, which differs from the existing ones in terms of determining the peculiarities of the functioning of foreign and domestic subjects of agro-industrial entrepreneurial integration and taking into account the experience of entrepreneurial activity at the national and global levels, which made it possible to summarize the prospects for the integrated development of entrepreneurship with an emphasis on modern dynamics of its development in Ukraine under martial law. The principles of managing the integration development of entrepreneurship in the agro-industrial sector of the national economy have been supplemented, which more fully, compared to the current ones, take into account the modern features of entrepreneurship in the agro-industrial sector thanks to the addition of criteria of optimality, scientific validity, objectivity, dynamism, continuity, and constructiveness. This makes it possible to comprehensively assess and activate the process of integration development of entrepreneurship in the agro-industrial sector in the context of the formation of subjects of agro-industrial entrepreneurial integration. Methodical approaches to determining prospects for recovery and integrated development of agro-industrial sector entrepreneurship have been improved, which, unlike the existing ones, in modern conditions provide an opportunity to evaluate the attractiveness of the region for the formation of subjects of agro-industrial entrepreneurial integration on the basis of the pooling of resources of the agro-industrial sector, which will contribute to the recovery and activation of entrepreneurship in the agro-industrial sector in the conditions of military ecocide and post-war reconstruction of the country. The systematization of scientific approaches to the study of the process of integrated development of entrepreneurship in the agro-industrial sector has received further development, which emphasizes additional attention on their generalization in the context of the impact of social changes in tools of labor and the evolutionary transition of the economy to a higher technological order, which made it possible to determine the evolutionary transformation of forms, structure, management system , as well as to form a new paradigm of management of subjects of agro-industrial entrepreneurial integration for the activation of entrepreneurship in the agro-industrial sector. Researched and analyzed scientific approaches to the research of processes of integrative development of entrepreneurship in the agro-industrial sector, which, unlike the existing ones, are supplemented with target, strategic, stakeholder, project, integration, process, chain, system approaches, which makes it possible to more fully characterize the object of research, to identify and use the main models of ensuring the integrated development of entrepreneurship in the agro-industrial sector. The methodical approach to assessing the impact of military ecocide on the integrated development of entrepreneurship in the agro-industrial sector of the national economy has received further development, which, unlike the existing ones, made it possible to determine the directions for conducting diagnostics of military ecocide in the agro-industrial sector, which will contribute to the activation of entrepreneurship and the restoration of the agro-industrial sector in post-war conditions realities in Ukraine. Recommendations for improving the regulatory and legal framework for the integration development of entrepreneurship in the agro-industrial sector have been formed, which, unlike the existing ones, are based on the peculiarities of the functioning of the subjects of agro-industrial entrepreneurial integration and the possibilities of forming regional agro-industrial agglomerations based on the development of a mission, vision, strategy of post-war recovery and integrated development entrepreneurship of the agro-industrial sector of Ukraine until 2030, which will allow to decompose it into lower-level strategies and to carry out phased implementation of the above-mentioned strategies until 2030. The practical significance of the obtained results is that the methodological approaches substantiated in the dissertation, the obtained theoretical conclusions and practical recommendations have been brought to the level of specific proposals for their use in the activities of the subjects of agro-industrial entrepreneurial integration for the activation of entrepreneurship in the agro-industrial sector of the national economy, which will contribute to ensuring national and world food security. The main results of the dissertation work were published in 78 scientific works (including 34 individually), among them: 18 chapters in monographs, 6 articles in specialized scientific publications, which are included in the international scientometric databases Scopus and Web of Science; 29 articles in specialized scientific publications and 25 works of an approbation nature. The total volume of publications is 41,22 printed sheets, among which the author personally owns 34,44 printed sheets.
