Соціальна відповідальність муніципальних службовців у системі муніципального управління

Abstract

У статті зазначено, що соціальна відповідальність є фундаментом, на якому розбудована вся система відносин у суспільстві. Досліджено необхідність використання соціальної відповідальності муніципальних службовців як одного з головних важелів забезпечення ефективності у вирішенні питань розвитку людського потенціалу в системі державного та регіонального управління. Опрацьовано зміст поняття «соціальна відповідальність муніципального службовця». Наголошено, що етика поведінки муніципального службовця повинна будуватися на основі усвідомлення того, що муніципальна посада є вираженням довіри суспільства і, за результатами його роботи, формується ставлення громадян до влади загалом. Зазначено, що основним напрямком і засобом підвищення соціальної відповідальності муніципальних службовців вважається її актуалізація. Це означає стимулювання й розвиток соціально-відповідальної поведінки службовців як за допомогою підняття престижу посади муніципального службовця, його задоволеності результатами своєї діяльності, так і шляхом виховання в службовців розуміння небезпеки своїх антисоціальних вчинків. Висвітлено різні способи і шляхи актуалізації соціальної відповідальності муніципальних службовців.

In the article stated that social responsibility is the foundation on which the whole system of relations was built in society. Investigated the necessity of using social responsibility of municipal employees as one of the main instruments of implementation efficiency in addressing questions of development human potential in the system of state and regional management. Was processed the meaning of "social responsibility of municipal employee". Emphasized that ethics of behavior of municipal employee should be built based on awareness that municipal position is expression of public confidence and, for the results of his work, forms public perception to the government in general. Indicated that the main direction and means of increasing social responsibility of municipal employees is considered its actualization. This means the stimulation and development of socially-responsible behavior of employees as with the help of raising the prestige of position of municipal employee, his satisfaction with the results of his activity, as by educating employees in understanding of the danger of their anti-social behavior. Were dealt different methods and ways of actualization social responsibility of municipal employees.
