Розвиток стійкої біоекономіки: досвід Європейського Союзу та можливості для України

Abstract

У статті проаналізовано кращі практики Європейського Союзу у формуванні стійкої біоекономіки та визначені можливості їх імплементації в Україні. Виявлено основні тенденції, можливості, переваги і недоліки розвитку стійкої біоекономіки в Європейському Союзі у її взаємозв’язку з цілями сталого розвитку та з’ясовано, що слабка інтеграція асоційованих членів ЄС у процеси імплементації принципів біоекономіки створює ризики до зростання біовиробництва. Зроблено висновок, що у післяковідний період біоекономіка має стати пріоритетом для підтримки економічного відновлення України та її інтеграції в Європейський простір, оскільки стійка біоекономіка повертає ресурси в реальний сектор, створює робочі місця, сприяє підвищенню рівня екологічності виробництва і споживання, дозволяє оптимально використовувати обмежені ресурси на безвідходній циркулярній основі.

The best practices of the European Union in the formation of a sustainable bioeconomy should be implemented in the policy of Ukraine as an associate member of the EU. The article identifies the main trends, opportunities, advantages and disadvantages of sustainable bioeconomy in the European Union and finds that the weak integration of associate members of the EU in the implementation of bioeconomic principles creates risks to the growth of bioproduction. The aim of the article is to analyze the best practices of the European Union in the formation of sustainable bioeconomy and identify opportunities for their implementation in Ukraine. It is emphasized that the bioeconomy has a significant impact and is interrelated with the goals of sustainable development. The main components of a sustainable bioeconomy are social, environmental and economic sustainability, in the context of each of which goals are formed. In particular, the social sustainability of the bioeconomy includes the provision of decent working conditions, respect for workers' rights, education, social integration and adaptability; environmental – food security, combating climate change, combating land degradation, rational consumption, sustainable infrastructure, protection of water resources; economic – rational production, value added of the product, competitiveness, development of small and medium business, employment, innovation. It is substantiated that the weak integration of Ukraine's bioeconomy and biotechnologies into the economic space of the European Union is an obstacle to achieving the goals of the circular, sustainable EU bioeconomy. However, Ukraine has significant knowledge, agroNindustrial, forest, land and water potential for the introduction of biotechnology and bioeconomy development. It is concluded that in the postwar period the bioeconomy should be a priority to support Ukraine's economic recovery and integration into the European space, as a sustainable bioeconomy returns resources to the real sector, creates jobs, promotes environmental production and consumption, allows optimal use of limited resources, wasteNfree circular basis.
