Імплементація принципів електронного врядування як основа реформування системи публічного управління

Abstract

У статті досліджено сутнісні характеристики поняття «електронне урядування», яке нерозривно пов’язане з інтеграцією інноваційних технологій у діяльність органів державного управління в умовах активізації цифровізації на глобальному та національному рівнях. Доведено доцільність забезпечення електронного врядування як важливого чинника підвищення конкурентоспроможності національної економічної системи завдяки створенню передумов для достатнього рівня прозорості діяльності уряду перед суспільством, що сприяє зростанню ефективності публічного управління органів державної влади та місцевого самоврядування. Також у статті наведено базисні принципи здійснення реформ у рамках запровадження концепції електронного урядування. Представлено ключові відмінності між системою традиційного публічного управління та урядовими інституціями майбутнього, формування яких відбувається з урахування цифрових технологій. Доведено доцільність використання двох індикаторів для визначення рівня цифровізації діяльності державних структур. Також розкрито складові показників, які характеризують електронне врядування. Наведено основні позиції провідних країн-лідерів у сфері електронного врядування. Представлено основні заходи, які сприятимуть забезпеченню стійкого розвитку суспільства для цифрової трансформації уряду.

The article examines the essential characteristics of the concept of "e-government", which is inextricably linked with the integration of innovative technologies in public administration activities and in the context of the intensification of digitalization at the global and national levels. The practicality of e-government, as an essential factor, in increasing the competitiveness of the national economic system by creating conditions for a sufficient level of government transparency to society, which contributes to improving the efficiency of public administration of public authorities and local self-government. The article presents the main methodological approaches used by international institutes to analyze the effectiveness of e-government. In addition to the e-government and e-participation indices, it was suggested that the democratization index be taken into account. These indicators were conducted, and the position of Ukraine in comparison with the leading countries was determined. Estonia's experience as a post-socialist country that has formed an effective system of e-government has been studied. The need to prioritize the integration of e-government into the public sector, which plays a key role in the public administration system, was emphasized. It is established that the formation of an effective e-government system contributes to the transformation of public authorities and their transition to a qualitatively new level of development. The article also presents the basic principles of reforms in the implementation of the concept of e-government. The key differences between the system of traditional public administration and government institutions of the future, which are formed taking into account digital technologies, are presented. The expediency of monitoring the existing public administration system is substantiated, which will determine the content of the necessary reforms. The practicality of using two indicators to assess the level of digitalization of government agencies has been proved. The relationship between the formation of an effective e-government system and the development of democracy in the country has been established. The components of indicators that characterize e-government are also revealed. The prominent positions of the leading countries in the field of e-government are presented. The main measures that will contribute to society's sustainable development for the digital transformation of government are presented. The expediency of focusing on European integration standards, which are used as a driver to improve the e-government system in Ukraine, has been proved. The practicality of using the main tools of e-democracy is substantiated (electronic consultations, electronic petitions, electronic appeals, participation budgets).
