The assessment and analysis of Ukraine's budget for 2023 in conditions of full-scale war

Abstract

The subject of the research is the theoretical and practical basis of the study and analysis of the budget of Ukraine for 2023 in the conditions of a full-scale war. The aim of the research is to determine the components of the revenue and expenditure parts of the budget, as well as the main macroeconomic indicators for 2023. When writing the article, general scientific and special research methods of assessment and analysis of the country’s budgeting were used. As a result of writing the article, it was established that the State Budget of Ukraine for 2023 is the budget of a warring country that has been suffering colossal losses for almost a year due to the full-scale military invasion of the Russian Federation on the territory of Ukraine. It has been proven that with the adoption of the Law on the State Budget of Ukraine for 2023, the Government laid down increased financing of the security and defense sector at the level of 17.8% of GDP, which is three times more than what was laid down in the 2022 state budget. It was established that the economy of Ukraine found itself in an extremely difficult situation, having accepted challenges from all economic, social and military directions. It was determined that the Government of the country should ensure a balanced ratio of the state budget of the country in terms of the expected expenses and total income and assets. It has been proven that the timely and complete adoption of the main financial document of Ukraine will allow to optimize the search for possible forms of international sources of financing the deficit and supporting Ukraine in the fight against a full-scale war with the Russian Federation. It has been confirmed that special attention needs to be paid to the strengthening of international support in the reconstruction of critical infrastructure, social support of citizens and further recovery of the country. It has been proven that according to the macroeconomic forecast, inflation in 2023 may reach 28% – 30%. At the same time, the economy is expected to grow by 4.6% in real terms and by 37% in nominal terms. The average salary will approximately be 18.5 thousand, and the dollar exchange rate at the end of 2023 will be 45.8 UAH (the average annual value of the dollar exchange rate is 42.2 UAH). The review of the budget of Ukraine for 2023 gives a full understanding of the priorities for this year, where the main priority tasks of the budget of Ukraine remain the provision of the Ukrainian army, funding of pensions, salaries of medical workers and education workers, there will also be support for the most socially vulnerable segments of the population, and economic stimulation programs will continue.

Предметом дослідження є теоретичні та практичні основи дослідження та аналізу бюджету України на 2023 рік в умовах повномасштабної війни. Метою дослідження є визначення складових дохідної та витратної частин бюджету, а також основних макроекономічних показників на 2023 рік. При написанні статті використано загальнонаукові та спеціальні методи дослідження оцінки та аналізу бюджетування країни. В результаті написання статті встановлено, що Державний бюджет України на 2023 рік – це бюджет воюючої країни, яка вже майже рік зазнає колосальних збитків через повномасштабне воєнне вторгнення РФ на територію України. Доведено, що із прийняттям Закону про Державний бюджет України на 2023 рік, Урядом закладено збільшене фінансування сектору безпеки і оборони на рівні 17,8% ВВП, що у тричі більше, ніж було закладено у держбюджеті 2022 року. Встановлено, що економіка України опинилась у край важкому становищі, прийнявши виклики з усіх економічних, соціальних та воєнних напрямків. Визначено, що Уряд країни повинен забезпечити збалансоване співвідношення державного бюджету країни в частині передбачених витрат та загальних доходів і находжень. Доведено, що своєчасне і повне прийняття головного фінансового документа України дозволить оптимізувати пошук можливих форм міжнародних джерел фінансування дефіциту та підтримки України в боротьбі у повномасштабній війні із РФ. Підтверджено, що особливої уваги потребують питання щодо посилення міжнародної підтримки у відбудові критичної інфраструктури, соціальної підтримки громадян та подальшого відновлення країни. Галузь застосування результатів: фінанси, економіка, бюджетне планування, інвестування, бюджетування, макроекономіка. Доведено, що згідно з макроекономічним прогнозом, інфляція в 2023 році може досягти 28% - 30%. При цьому очікується зростання економіки на 4,6% в реальному вираженні і на 37% в номінальному. Середня зарплата орієнтовно становитиме 18,5 тисячі, а курс долара на кінець 2023 року становитиме 45,8 грн., (середньорічне значення курсу долара 422 грн.). Огляд бюджету України на 2023 рік дає повне розуміння пріоритетів на цей рік, де основними пріоритетними задачами бюджету України залишаються забезпечення української армії, фінансування пенсій, зарплат медичних працівників та працівників освіти, також відбудеться підтримка найбільш соціально-вразливих верств населення та продовжаться програми стимулювання економіки.
