Аналіз практики прийняття управлінських рішень в органах публічної влади України в умовах воєнного стану

Abstract

Метою статті є обґрунтування рекомендацій щодо формування та обґрунтування напрямів удосконалення процесу розробки, прийняття та реалізації управлінських рішень органами публічної влади в умовах загрози національній безпеці України, сприяючи тим самим оптимізації роботи державних та місцевих органів влади. Так, сучасна Україна зіштовхується з низкою викликів і загроз, які ставлять під питання її національну безпеку та стійкість держави. Політичні, економічні та соціальні проблеми, а також зовнішні втручання, включаючи військові конфлікти на території країни, створюють складну ситуацію, де вирішення важливих управлінських завдань стає більш актуальним. У цьому контексті важливо розглядати технології прийняття владних рішень як ключовий інструмент управління державою та забезпечення її національної безпеки. В роботі було досліджено підходи до трактування сутність та ознаки державно-управлінських рішень; методи індукції та порівняння використовувалися при розкритті технології розробки, прийняття та реалізації управлінських рішень, так як в нинішніх умовах військового стану в Україні зростає важливість оптимізації процесів управління державою та її окремими регіонами. Це зумовлює для системи публічного управління нові виклики. Запропоновано налагодити процес ефективної взаємодії між органами державної влади центрального рівня, органами місцевого самоврядування та інститутами громадянського суспільства, для того, щоб, в першу чергу, подолати наявні інституційні проблеми, які стримують процеси адаптування всієї країни до умов воєнного стану, а також обмежують перспективи щодо економічного розвитку держави у повоєнному періоді. Такими проблемами є інституційні недоопрацювання в нормативно-правовому забезпеченні адміністративно-територіальної реформи, а також безпринципною поведінкою значної частини населення.

The purpose of the article is to substantiate recommendations for the formation and justification of directions for improving the process of development, adoption and implementation of management decisions by public authorities in the conditions of a threat to the national security of Ukraine, thus contributing to the optimization of the work of state and local authorities. Thus, modern Ukraine faces a number of challenges and threats that call into question its national security and the stability of the state. Political, economic and social problems, as well as external interventions, including military conflicts on the territory of the country, create a difficult situation where the solution of important management tasks becomes more urgent. In this context, it is important to consider the technologies of power decision-making as a key tool of state management and ensuring its national security. The work explored approaches to interpreting the essence and signs of state-management decisions; methods of induction and comparison were used when revealing the technology of development, adoption and implementation of management decisions, as the current conditions of martial law in Ukraine increase the importance of optimizing the processes of managing the state and its individual regions. This creates new challenges for the public administration system. The article examines theoretical concepts and decision-making methods used by authorities, as well as specific practical examples from real practice in Ukraine. It is proposed to establish a process of effective interaction between central level state authorities, local self-government bodies and civil society institutions, in order to, first of all, overcome the existing institutional problems that restrain the processes of adaptation of the entire country to the conditions of martial law, as well as limit the prospects for economic development of the state in the post-war period. Such problems are institutional deficiencies in the regulatory and legal provision of administrative and territorial reform, as well as the unprincipled behavior of a large part of the population.
